Qualifications–Based Selection (QBS) is a procedure designed to help owners find the most qualified engineer or architect for their projects. The QBS process provides an objective and common sense approach to selecting professional services.
And, it is competitive
based on qualifications and competence in relation to the work to be performed.

QBS Wisconsin can be an invaluable resource to board members, committees and staff when planning for a project. The program offers assistance to public owners in implementing a QBS process.

We provide, as a public service:
• A QBS Manual, including overviews, procedures, examples and useful forms.
Facilitator Services, to help owners learn about the process, and train selection teams on proposal preparation and interview techniques.

When a public project is undertaken, the selection of an engineer or architect is one of the most important events in the process. At a fraction of the total cost, the architect/engineer’s performance can influence the entire course of the project – financial feasibility, public response, appearance, functional efficiency, construction cost, as well as operating and maintenance costs during the project's life.

Do you know of an owner who consistently uses price as their major selection criteria? Would you like to encourage them to consider using QBS for their next selection process? The ACEC WI QBS Committee has developed a tool for you!
The Committee’s standard “bid letter” describes the pitfalls of low-bid selection methods, and highlights the benefits of investigating the quality that a firm will bring to a project. As you know, the quality of services provided on any project has a major impact on long-term costs… initial construction options, maintenance issues, expandability and upgrade, the whole gamut of life-cycle costs!
It’s easy to use! The “bid letter” can be sent from, and signed by, the ACEC WI Executive Director. Your firm never has to be put in the position of telling a potential client that their processes are wrong!
QBS tip this month… simply send an e-mail to qbs@acecwi.org with the pertinent information, and ACEC WI will do the rest. The “bid letter” also notifies owners that the QBS Facilitator is available, free of charge, to assist them in developing their next selection process.
